A new institutional mechanism should be created to empower IAS / IPS officers, departmental top officials and heads of government institutions to ensure that actions taken in the interest of the nation are free from any sort of interference including political interference, threat and intimidation from criminal elements etc. For example, if a private entity has been seen violating rules or stealing pubic assets, the responsible officer alone should not be the authority to take action. He or she could be exposed to attack from the elements and most officers will be afraid to take actions. In such cases a top level institution of government officers should take the decision to raid the premise or arrest the individual. The institution will be jointly taking responsibility rather than exposing the lower level officer to the attack of the criminals and local level politicians.
